Do I pay taxes selling an inherited property?

Yes, but less than expected. You pay: Inheritance Tax (when inheriting — 99% reduction in Valencia for descendants/spouses), Plusvalía Municipal (on land value increase), and IRPF on capital gain (difference between declared inheritance value and sale price).

What if multiple heirs disagree?
